Our land survey services are utilized by both the public & private sector.  The public sector, such as clients include the Florida Department of Transportation, Pinellas and Hillsborough Counties, numerous municipalities such as City of Clearwater, City of Tampa, City of St. Petersburg, Town of Redignton Shores, Water Management Districts, MacDill Air Force Base, and many others. The private sector, such as developers, landowners, banks, and contractors.

Cumbey & Fair has been a leader in land surveying for over thirty-one years. Our services can not only be seen in the Tampa Bay area, but all over the state of Florida. Our survey services include:

We have the capability, equipment, and experience to produce surveys in either English or metric units. We own our GPS equipment, and employ staff that is both highly trained and experienced in the use of GPS. We can produce survey drawings as well as digital files in numerous formats including AutoCAD, Microstation, SoftDesk, and GEOPAC.

Cumbey & Fair boasts an experienced and multi-disciplined staff of seven professional land surveyors, enabling us to undertake multiple task assignments for various clients at one time. Our five (5) land surveyors have a total of over 100 years of experience in working with the Florida Department of Transportation and numerous municipalities. Each of our survey staff has an average of 20 years experience from which to draw. In addition, our professional staff is supplemented by a very capable team of numerous survey and CADD technicians as well as seven survey crews.

Highway and Street Projects

BEEKMAN DRIVE EXTENSION – Pasco County

Designed 1/4 mile of two-lane urban highway which included a drainage system and detention pond.

3rd STREET – City of St. Petersburg
Designed street improvement project that included reconstruction and planning of existing streets, construction of new curbs and storm drainage systems. Scope of work included topographical design survey, construction staking and construction inspection.

INTERSECTION IMPROVEMENTS (TOPICS) – City of St. Petersburg
Redesigned 26 intersections and related approaches that included widening, reconstruction of divided highway to eliminate normal cross-section and to provide super-elevated curves, traffic control medians and storm drainage systems. Scope of work included topographical design survey, construction staking and construction inspection.

A.I.P. 34 – City of St. Petersburg
Area improvement plans for 40,000 linear feet of streets, including complete drainage systems, retention lakes, water mains and sewage collection systems. Scope of work included topography, pre-design surveys, construction staking and construction inspection.

20th STREET – City of St. Petersburg
Widening of 20th Street to four lanes to disperse traffic from I-275. Scope of work also included drainage and pavement striping.

Master Planning

COUNTRY PLACE – Hillsborough County

Prepared a master plan for this 700-unit development. Master plans for water, drainage and sanitary sewer were simultaneously submitted and approved. Construction of Units I through III, consisting of 412 lots, has been completed.

VALENCIA – Polk County
Prepared master development plan for this 360-unit community in accordance with the requirements of the Green Swamp Development criteria. Project was reviewed by Polk County and State of Florida and a Green Swamp Development Permit was obtained.

MANATEE RESERVOIR – Manatee County
Prepared a conceptual master plan for 14,000-acre project which included major recreational areas and an industrial park. Community planning included the supporting land uses considering an ultimate population of 25,000 people. Preliminary engineering and planning performed for the first phase included a 200-acre industrial park with rail and surface access.

LANSBROOK – Pinellas County
Prepared a conceptual master plan for this 2,000-acre planned development including roadways, recreational areas and a commercial center.

BLOOMINGDALE – Hillsborough County
Master planned, this 2,000-acre community development consists of approximately 7,000 units. Prepared and processed to approval was the Development of Regional Impact statement. The DRI studied any possible impacts that the development could have on the surrounding community.

FEATHER SOUND – Pinellas County
Prepared a master plan for this 400-acre golf oriented community; master planning included the preparation of a grading plan that outlined the required fill and located suitable borrow areas that would be compatible with the adjacent land use. Department of Environmental Regulation and Environmental Protection Agency permits were required for these borrow operations. All necessary permits were secured for the first borrow pit operation of over 200,000 cubic yards of earth fill.

Residential Subdivision

COLUMNS AT BEAR CREEK – ECI Groups Inc.

This is a 58-acre site in west Pasco County that was rezoned to PUD for 222 apartments and 48 single family homes (Phase 2) and a 2.7 acre Park site.

The scope included Preliminary and Site Construction Plans including surveys and permitting with County, SWFWMD and FDOT (access on SR 52). No offsite improvements were required. The site drainage and grading design yielded not only an efficient earthwork design but also the owner had a surplus of useable fill that was sold to other users. The site was exempt from ACOE permit. Landscape plans were prepared by sub-consultant. Phase 1 construction was completed in February 2009.

LANSBROOK (f/k/a Tarpon Lake Villages) – Lansbrook Development Corp.

Provide engineering, land surveying and land planning services for this 4,100-acre land development project located in northeast Pinellas County east of Lake Tarpon. The project includes an 18-hole golf course and a clubhouse. The land use includes 54 acres of commercial, 526 acres of open space and recreation, 1,122 acres of wetland/conservation area and the remaining for residential.

Cumbey & Fair, Inc. has provided engineering and surveying services for over eighteen years to Lansbrook. This planned community includes park sites with picnic areas; boat ramps and boat slips; numerous residential subdivisions as well as multi-family tracts; master plans for water, sewer, effluent irrigation and drainage; infrastructure plans for Lakefront Drive, Lansbrook Parkway, East Lake Road (4.5 miles two-lane roadway to four-lane). The services also include preliminary planning layouts for single and multi-family residential tracts, surveys of wetland jurisdictional limits, dredge and fill permits, consumptive use permits for surface water use for irrigation, master earthwork plan and assisting client with DRI updates.

PASADENA YACHT & COUNTRY CLUB – USX Development Corporation
The Pasadena Yacht & Country Club is a 350-acre mixed use residential golf course community. The project includes a 66-slip marina and an 18-hole championship golf course (formerly on the LPGA tour).

The project was planned for fifteen acres of commercial property, 2,400 multi-family units, a 66-slip private marina, a new clubhouse facility and major renovation of an existing 18-hole golf course. Cumbey & Fair, Inc. since 1982 has provided surveying and engineering services for USX Development Corporation, including master plans for the water, sewer and drainage.

Cumbey & Fair, Inc. has provided engineering for construction of infrastructure including one and one-half miles of collector roadways. Permitting activities include DNR, Pinellas County Water and Navigation, DEP, Army Corps of Engineers and the U.S. Coast Guard.

STOUFFER VINOY RESORT GOLF CLUB – Stouffer Hotels and Resorts
The professional services provided for this project include the design, permitting and planning of a 136-acre, $12 million golf course and country club for Stouffer Hotels and Resorts in conjunction with the restoration of their $92 million Vinoy Park Hotel in downtown St. Petersburg, Florida. This project was unique due to its location in a very old residential community (constructed circa 1932), due to the vastness of on-site wetlands (some of which were removed or altered with little or no mitigation) and due to the environmental permitting and political approvals required [City (EDC and BOA), County (BCC and WNCA), State (DEP, SWFWMD, DNR) and Federal (EPA, ACOE and USFW)].

As the prime consultant, Cumbey & Fair, Inc. was responsible for the coordination of the project’s design professionals (the golf course, building and landscape architects; the environmental and legal consultants and the structural consultants for the project’s bridge work); and the project’s construction management and contract administration (including bid document preparation, contractor selection and approval of requests for payment) and for providing general civil design, land surveying and construction staking services.

Shopping Centers/Retail

PUBLIX AT BROOKER CREEK – Pinellas County
Provided complete engineering and surveying for this 80,000 square foot commercial shopping center located on 10± acres adjacent to the Lansbrook residential development. This site offered many planning and engineering challenges due to the numerous trees covering the site, the wetland areas to the north and east of the site and the associated site layout constraints. Meetings and discussions with Pinellas County staff regarding a unique approach to stormwater design and water quality permitting directly resulted in reducing the amount of offsite borrow needed which resulted in substantial savings for our client. This shopping center has been a welcome addition to the Lansbrook area and opened in September 1994.

LAKEWOOD SHOPPING PLAZA – Hernando County
Provided the complete engineering, surveying and construction observation services for this three-phase, 32-acre, 308,000 square foot shopping plaza which includes Publix and Target as the main tenants.

SAM’S CLUB – St. Petersburg, Florida – Provided complete engineering, surveying and construction observation services for this 17-acre, 161,000 square foot Sam’s Wholesale Club facility. Included major intersection and roadway improvements for both Park Boulevard and Belcher Road (site is situated at northeast corner of this intersection).

PHAR-MOR SHOPPING CENTER – Pinellas County
Provided complete engineering, surveying and construction observation services for this 12-acre, 100,000 square foot Phar-Mor and Food Lion shopping center complex in Seminole, Florida. Project included substantial wetlands mitigation and permitting.

CLEARWATER COLLECTION – Pinellas County
Provided complete engineering for site improvements for this 205,000 square foot commercial shopping center. This project involved road widening and improvements on U.S. 19, Drew Street, and Old Coachman Road. Our work also included improvements to the Phillie’s training and Clearwater Bomber complex as mitigation for some of the improvements for the Clearwater Collection. This site involved extensive permitting through Pinellas County, City of Clearwater, SWFWMD, DEP, and ACOE.

HOME DEPOT PLAZA – Pasco County
Provided complete engineering for site improvements for this 150,000 square feet commercial shopping center. This project included the design of 1500 linear feet of public roadway and the signalization of U.S. Highway 19.

TOWER OAKS TERRACE – Pasco County
This 15-acre shopping center for Rosewood Property Co. required unique planning and engineering due to the 700 trees that were scattered throughout the site. The center included 120,000 square feet of commercial building uses.

THE VILLAGE AT FEATHER SOUND SQUARE – Pinellas County
Provided complete engineering and development plans for this 100,000 square feet retail shopping center located on 11 acres at the intersection of I-275 and Roosevelt Boulevard.

BLOOMINGDALE SHOPPING CENTER – Hillsborough County
Provided complete engineering services for the development of this 3-acre commercial center. This development required the design of an onsite 50,000 g.p.d. wastewater treatment plant.

WESTGATE SHOPPING CENTER – Hillsborough County
Site development plans were prepared for this 12-acre 100,000 square feet neighborhood commercial center consisting of a major shopping center and retail shops. This site required working around DEP jurisdictional lines (“waters-of-the-State”).

TROUBLE CREEK SQUARE – Pasco County
Provided complete engineering design and construction staking for this 10-acre, 82,000 square feet shopping center, which featured a major grocery chain anchor. A thorough utility research effort resulted in considerable savings in utility costs.

McDONALD’S CORPORATION – State of Florida
Provide site engineering and plan processing for new McDonald’s franchise restaurants in the State of Florida. Additionally, many site plans have been prepared for the renovation of existing outlets. These services have been provided to the corporate planning office since 1976.

Industrial Development

THE DANKA CENTER – Pinellas County

Prepare complete site development plans for this 15-acre office, warehouse, and distribution complex consisting of 165,000 square feet of buildings. This site contained extensive environmentally sensitive wetlands and upland conservation areas.

TAMPA BAY PARK OF COMMERCE – Pinellas County
Provided land surveys, master drainage, and other engineering support for this 600-acre industrial planned development park to secure the Development Order for a Development of Regional Impact Statement. Construction plans were completed for the 61-acre first phase to consist of 600,000 square feet of industrial and office uses.

CROSS BAYOU INDUSTRIAL PARK – Pinellas County
A 35-acre industrial/office park that we totally planned, zoned and engineered (Phase 1). Through extensive land planning and negotiations, this industrial park, which lies adjacent to a residential community, was approved by the City of Pinellas Park.

126th AVENUE INDUSTRIAL PARK – Pinellas County
Provided planning and preliminary plat preparation for this 14-acre industrial park subdivision (9 lots). Coordination was provided to construct the City of Largo’s 126th Avenue 36″ interceptor sanitary sewer through the project.

TRI-COUNTY BUSINESS PARK – Hillsborough County
Provided complete engineering services for about 25 acres of industrial use infrastructure in this 500-acre planned business park. This work included 181,000 square feet of office and industrial buildings. Work included the design of a 30,000 g.p.d. wastewater treatment plant.

RUBIN ICOT CENTER – Pinellas County
Provided complete site development engineering, design, and construction staking for this premiere 140-acre office, industrial, and research park. Services included DNR and DEP permits for dredge and fill, and a subaqueous water line crossing. Additionally, we have provided continuing services for specific site improvements on different parcels as they become implemented and developed.

ONE MEMORIAL CENTER – Hillsborough County
Provided complete site development, engineering design and construction staking for this 16.4-acre, 244,000 square feet, $8.8 million, professional office complex near Tampa International Airport.

VILLAGE PLAZA – Hillsborough County
Provided complete engineering and development plans for this 40,000 square feet office and commercial plaza. Planning and construction efforts were maintained to save numerous specimen oak trees throughout the plaza.

Stormwater Management Projects

TAMPA BAY PARK OF COMMERCE – Pinellas County – 630 acres
Hydrology and master drainage system for this 630-acre industrial park site. The stormwater management plan included an analysis of the entire 2,000-acre basin which drains to Double Branch Creek.

A.I.P. 34 – City of St. Petersburg – 320 acres
The analysis of stormwater management for this project involved the in-depth comparison of several alternates. Some of the variables considered were cost, environmental considerations, loss of industrial zoned land versus detention area benefits, etc. The final design involved the design of several thousand feet of multi-cell box culverts.

LANSBROOK – Pinellas County – 2,000 acres
Hydrology and master stormwater management system analysis for this 2,000-acre residential community which drains to Lake Tarpon. The analysis included identification of wetland areas, habitat restoration, high flow by-pass systems to preserve natural channels, etc.

A.I.P. 45 – City of St. Petersburg Design of stormwater detention/treatment facilities to provide flood protection for this area of the City.

CARROLLWOOD MEADOWS – Hillsborough County – 400 acres
The stormwater management plan for this project was submitted to the County for approval. This system included several detention areas and a complete underground storm drainage system. Hydrologic analysis considered emergency overflow routes for volume-sensitive areas.

CLEARWATER COLLECTION – City of Clearwater
This commercial development had an environmental area along its frontage on U.S. 19. In order to provide adequate access to the site, a three-lane concrete bridge was designed to span the environmental area. The environmental permits were favorably reviewed due to the minimal impact of bridge pilings.

LAKE MAGGIORE – City of St. Petersburg
Design automated flood control gates at the outflow channel connecting Lake Maggiore with Tampa Bay.

THOMAS RANCH – Hillsborough County – 1,400 acres
Prepared stormwater management plan, locating major drainage basins, major water courses and detention areas. Performed a hydraulic study and detention design to meet County criteria. Based on the master drainage plan, sites were located to provide 1,000,000 cubic yards of earth fill for a contractual obligation.

COUNTRY PLACE/COUNTRY PLACE WEST – Hillsborough County – 600 acres
Prepared master stormwater management plan for this residential community lying along both banks of Brushy Creek. Several ditches serving as tributaries to the creek were realigned to improve their hydraulic characteristics, routed through settling ponds to allow for sediment removal and in at least one case rerouted through an existing cypress head to restore historic drainage patterns. This work required permitting through SWFWMD, DEP and ACOE.

MAINLANDS SUBDIVISION – Pinellas County – 170 acres
Prepared construction drawings for the complete drainage system. Due to down-stream conditions in the Pinellas Park area, maximum discharge flows were first established for this project. The controlled outlet flow thereby required the design of control weirs, detention areas and the flood routing of flows through an adjacent developed area of 200 acres.

BLOOMINGDALE SUBDIVISION – Hillsborough County – 2,000 acres
Prepare stormwater management plan for this 20-year project. The submission of the plan to the Hillsborough County Drainage Engineer was suggested by Cumbey & Fair, Inc. so that drainage control would be established through the life of the project and also that surrounding areas (1,000 acres) would be able to correctly discharge and accept flows. The plan established major drainage divides, detention areas, channel locations and flows, sub-drainage areas and flows, etc.

About our SUE Services

Cumbey & Fair has been performing “Subsurface Utitlity Engineering” for many years. Our long-standing relationship with various utility owners allows us to easily acquire records of their facilities and to arrange for the designation of their facilities. We also provide surveys of these “designated” locations.

Designating

We have a wide range of technology and electronic devises that allow us to more easily designate utilities. We also utilize surface geophyscial techniques and equipment to determine the approximate horizontal location and depths of existing utilities. These techniques and equipment include Magnetic Detection, Radio Detection and Ground Penetrating Radar (GPR). Whatever the need, from research to nondestructive excavation, Cumbey & Fair has the experience and equipment to get the job done.

Locating

Cumbey & Fair is committed to keeping private and public property as nice as possible. Therefore, we use non-destructive digging equipment to physically locate the exact location, both horizontally and vertically, of underground facilities. This non-destructive digging is accomplished with vacuum excavation and occasionally jet probing in extremely deep and/or wet situations.

Surveying

Our highly trained survey team uses tapes, total stations or GPS methods to locate utilities. We also utilize ASCII tabular format, simple point plot CADD, or a complex CADD drawing in order to transmit data to our client any way they request.

Coordination

Cumbey & Fair has been collaborating with utility owners for years in order to better serve our clients. This collaboration involves researching their records and obtaining records for level D locates, coordinating designates by utility owners, office and field meeting prior to Cumbey & Fair designation and field meetings prior to and during vacuum excavation.

Water Supply and Distribution Projects

WOODBRIAR VILLAGE – Hillsborough County
Designed a well pumping facility, a water treatment plant and a 5,000-gallon pressure tank for domestic water supply for this 150-lot development.

CITY OF ST. PETERSBURG – Pinellas County
Performed feasibility studies for irrigation and water supply systems for twelve City parks. Prepared well construction plans, pumping facility construction plans and technical specifications.

CITY OF ST. PETERSBURG – Pinellas County
Prepared construction plans for the well pumping facilities, transmission lines and irrigation system for the Jamestown Redevelopment Park.

COUNTRY PLACE – Hillsborough County
Prepared and permitted a consumptive use permit (potable water) for this 1,700-unit project for the W.J.W. Company. Prepared master water treatment plant and distribution system construction plans in conjunction with the initial 1,200 g.p.m. well.

CITY OF ST. PETERSBURG – Pinellas County
Prepared construction plans for the irrigation pumping facilities for Walter Fuller Park and Payson Field (New York Mets).

POINTE WEST – Pasco County
Prepared and permitted the consumptive use permit (potable water) and prepared plans for this 600 g.p.m. water treatment plant.

CARROLLWOOD MEADOWS – Hillsborough County
Prepared master water supply and distribution system plans for this 100-unit U.S. Home Corporation project. Prepared construction plans for a 1,000 g.p.m. well, water treatment plant and distribution system to serve the initial phase. Prepared and permitted a consumptive use permit for the entire project.

Wastewater Projects

TRI-COUNTY BUSINESS PARK – Oldsmar
Preparation of construction drawings and specifications for this 30,000 g.p.d. wastewater treatment facility. Services also included construction inspection and testing.

CITY OF TARPON SPRINGS – Pinellas County
Designed City-wide force main network which included the design of seven lift stations, three miles of force main and a subaqueous crossing.

BLOOMINGDALE SUBDIVISION – Hillsborough County
Preparation of DRI that included sanitary collection systems and preliminary design of a 2.3 m.g.d. treatment plant. Prepared construction drawings for the initial 0.1 m.g.d. plant and prepared construction plans for future pond plant expansion of 0.5 m.g.d. (percolation).

POINTE WEST – Pasco County
Designed and provided construction, supervision and inspection of this 0.16 m.g.d. wastewater treatment plant expansion, including review of shop drawings and soil reports.

COUNTRY PLACE – Hillsborough County
Prepared a sanitary sewer master plan for this 1,700-unit community. This project required the design of a master lift station and a 2.5-mile offsite force main. Scope of work included bid documents and construction inspection.

MISCELLANEOUS LAND DEVELOPMENT PROJECTS – Hillsborough, Pinellas, Pasco and Polk Counties
Construction plans for approximately 72 miles of sanitary sewer collection systems have been designed and permitted. Included in most designs were one or more lift stations and related force mains. Scopes of work included specifications, bid documents, construction staking and construction inspection.

TARPON LAKE VILLAGES – Pinellas County
Preparation of construction drawings for a 0.3 m.g.d. treatment facility. The scope of work included the incorporation of the existing facilities into the proposed plant.

Parks and Recreation Projects

LANSBROOK PARK SITES – Pinellas County
Prepared planning layouts and final site improvement plans for two private park sites. Parks amenities include bike/hiking paths, playing fields, two boat ramps and docks, boardwalks with gazebos, drives and parking facilities and provisions for future tennis, playground and recreation buildings. The final site improvement plans include drainage, water and sewer service. Additionally, DEP, ACOE, DNR, SWFWMD, Pinellas County Water and Navigation Authority permits were prepared and processed for improvements within Lake Tarpon.

LANSBROOK BIKE PATHS – Pinellas County
Prepared planning layouts and final site improvement plans for approximately 4.4 miles of bike paths within the Lansbrook development.

THE CENTER FOUNDATION – Clearwater
Prepared planning layouts and final site improvement plans for the site construction of this joint effort project. The facilities include the main building, soccer fields, playing fields, playground and drives and parking. The site required extensive permitting through SWFWMD and DEP and required water and sewer service.

JOE DiMAGGIO BASEBALL COMPLEX – Clearwater
Prepared plans for two major league specification baseball fields, including future bull pen and batting cage area. The plans included two full size soccer fields and several smaller soccer fields. The design included drainage, including SWFWMD permitting, and water and sewer service.

PHILLIES TRAINING COMPLEX – Clearwater
Prepared plans and provided construction observation and layout services for parking and drive improvements, which included the expansion of the parking at the Clearwater Bomber field.

PURYEAR PARK – St. Petersburg
Provided total site improvement plans for this new 74-acre City Park, including site grading and drainage, potable water supply, sewage collection, street parking and irrigation to qualify for a Federal EPA grant.

TARPON LAKE VILLAGES GOLF COURSE – Pinellas County
Provided construction surveys for this 18-hole golf course. Approximately 600,000 cubic yards of excavation occurred during construction.

PINELLAS TRAIL – Pinellas County
Prepared plans for 4.5 mile section of trail extension along East Lake Road from Keystone Road to Brooker Creek.

HILLSBOROUGH COUNTY PARK – Country Place, W.J.W. Co.
Prepared a planning layout and construction plans for this 10-acre active park site. A neighborhood park concept was used that incorporated tennis, soccer, utility courts, picnic areas, etc. The park was integrated with a two-mile par course exercise trail that flows throughout the adjacent 700-lot Country Place project.

FOSSIL PARK – St. Petersburg
Prepared plans for an automatic sprinkler system, which included connection with the City sewage effluent line and interconnection with two existing automatic systems.

ABERCROMBIE PARK, DENVER PARK, SNELL ISLE PARK, CASSING PARK – St. Petersburg
Performed irrigation feasibility studies for non-potable water supply. Prepared, managed and analyzed test well exploration data.

STRAUB PARK, CRISP PARK, BAY BEACH PARK, SUNSET PARK – St. Petersburg
Prepared well construction, pumping facility and pump house construction plans, including specifications and bid documents.

SUNSET GOLF COURSE – St. Petersburg
Provided storm water management plan for re-design of existing golf course. Coordinate for permitting through SWFWMD and DEP.

PASADENA YACHT AND COUNTRY CLUB – Gulfport
Prepared construction plans for parking and recreation area adjacent to marina. Coordinated for permitting of marina through DEP/ACOE/DNR.
